Publish the current draft version of a workflow. Drafts are allowed to be incomplete (so the editor can save mid-edit), but a published version is what runtime executes -- so this goes through ``publish_gate.publish_draft``: the full DTO + graph + trigger-conflict checks, the acceptable-use screen (which warns here and never refuses), and the audit row. The Publish button on a card a bot proposed in a thread goes through the same gate.
